Also, the Public Folders in Office 365 (Exchange Online) are still supported and used. Migrating a mailbox from on-premises Exchange Server 2013 or 2016 to Office 365 or Microsoft 365 would not be a difficult task, but it might be a little bit trickier and more complicated to export and import Public Folders into Office 365. In this article, we will be going through the process of migrating Public Folders from Exchange 2013 to Office 365 or Microsoft 365. For Exchange Server 2016, the process is same.<\/p><h2 class=\"wp-block-heading\" id=\"procedure-to-migrate-exchange-2013\/2016-public-folders-to-office-365\"><strong>Procedure to Migrate Exchange 2013\/2016 Public Folders to Office 365<\/strong><\/h2><p>First, you need to download the Microsoft Scripts that can help you in the migration process. You need to rename the Public Folders which contain any backslash or forward slash in the name. If you have many Public Folders, it will take a lot of time but by using PowerShell, you can automate this part.<\/p><pre class=\"wp-block-code command_container\"><code>Get-PublicFolder -Recurse -ResultSize Unlimited | Where {$_.Name -like \"*\\*\" -or $_.Name -like \"*\/*\"} | Format-List Name, Identity<\/code><\/pre><div class=\"wp-block-image\">\n<figure class=\"aligncenter size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"961\" height=\"32\" src=\"https:\/\/www.stellarinfo.com\/blog\/wp-content\/uploads\/2021\/02\/Get-PublicFolder.png\" alt=\"Stellar\" class=\"wp-image-71167 apply-gradient-on-post-images\" srcset=\"https:\/\/www.stellarinfo.com\/blog\/wp-content\/uploads\/2021\/02\/Get-PublicFolder.png 961w, https:\/\/www.stellarinfo.com\/blog\/wp-content\/uploads\/2021\/02\/Get-PublicFolder-300x10.png 300w, https:\/\/www.stellarinfo.com\/blog\/wp-content\/uploads\/2021\/02\/Get-PublicFolder-768x26.png 768w\" sizes=\"auto, (max-width: 961px) 100vw, 961px\" \/><\/figure>\n<\/div><p>This should not return any results if you do not have any folders with a slash. All you need to do is rename the folders if any are found. Next, you need to know if there were any attempts of migrations, done from your staff, from an Exchange Server which was inherited from another company.<\/p><pre class=\"wp-block-code command_container\"><code>Get-OrganizationConfig | Format-List PublicFoldersLockedforMigration, PublicFolderMigrationComplete, PublicFolderMailboxesLockedForNewConnections, PublicFolderMailboxesMigrationComplete<\/code><\/pre><div class=\"wp-block-image\">\n<figure class=\"aligncenter size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"959\" height=\"135\" src=\"https:\/\/www.stellarinfo.com\/blog\/wp-content\/uploads\/2021\/02\/PublicFolderMailboxesLockedForNewConnections.png\" alt=\"Stellar\" class=\"wp-image-71168 apply-gradient-on-post-images\" srcset=\"https:\/\/www.stellarinfo.com\/blog\/wp-content\/uploads\/2021\/02\/PublicFolderMailboxesLockedForNewConnections.png 959w, https:\/\/www.stellarinfo.com\/blog\/wp-content\/uploads\/2021\/02\/PublicFolderMailboxesLockedForNewConnections-300x42.png 300w, https:\/\/www.stellarinfo.com\/blog\/wp-content\/uploads\/2021\/02\/PublicFolderMailboxesLockedForNewConnections-768x108.png 768w\" sizes=\"auto, (max-width: 959px) 100vw, 959px\" \/><\/figure>\n<\/div><p>To start migration, the Public Folders status need to be &lsquo;False&rsquo;. If any folders are marked as &lsquo;True&rsquo;, you need to change the status of those to &lsquo;False&rsquo;.<\/p><pre class=\"wp-block-code command_container\"><code>Set-OrganizationConfig -PublicFoldersLockedforMigration:$false -PublicFolderMigrationComplete:$false -PublicFolderMailboxesLockedForNewConnections:$false -PublicFolderMailboxesMigrationComplete:$false<\/code><\/pre><div class=\"wp-block-image\">\n<figure class=\"aligncenter size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"959\" height=\"52\" src=\"https:\/\/www.stellarinfo.com\/blog\/wp-content\/uploads\/2021\/02\/Set-OrganisationConfig.png\" alt=\"Stellar\" class=\"wp-image-71169 apply-gradient-on-post-images\" srcset=\"https:\/\/www.stellarinfo.com\/blog\/wp-content\/uploads\/2021\/02\/Set-OrganisationConfig.png 959w, https:\/\/www.stellarinfo.com\/blog\/wp-content\/uploads\/2021\/02\/Set-OrganisationConfig-300x16.png 300w, https:\/\/www.stellarinfo.com\/blog\/wp-content\/uploads\/2021\/02\/Set-OrganisationConfig-768x42.png 768w\" sizes=\"auto, (max-width: 959px) 100vw, 959px\" \/><\/figure>\n<\/div><p>Once you got the above cleared up, take a snapshot of the current structure of your Public Folders which you can use after the migration to compare the results.<\/p><pre class=\"wp-block-code command_container\"><code>Get-PublicFolder -Recurse | Export-CliXML C:\\Scripts\\structure.xml<\/code><\/pre><div class=\"wp-block-image\">\n<figure class=\"aligncenter size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"602\" height=\"38\" src=\"https:\/\/www.stellarinfo.com\/blog\/wp-content\/uploads\/2021\/02\/Get-PublicFolder-Recurse.png\" alt=\"Stellar\" class=\"wp-image-71170 apply-gradient-on-post-images\" srcset=\"https:\/\/www.stellarinfo.com\/blog\/wp-content\/uploads\/2021\/02\/Get-PublicFolder-Recurse.png 602w, https:\/\/www.stellarinfo.com\/blog\/wp-content\/uploads\/2021\/02\/Get-PublicFolder-Recurse-300x19.png 300w\" sizes=\"auto, (max-width: 602px) 100vw, 602px\" \/><\/figure>\n<\/div><p>Now, check if there are any current migrations running. If there are any, you need to remove them.<\/p><pre class=\"wp-block-code command_container\"><code>Get-PublicFolderMigrationRequest | Get-PublicFolderMigrationRequestStatistics<br>Get-MigrationBatch | ?{$_.MigrationType.ToString() -eq \"PublicFolder\"}<\/code><\/pre><div class=\"wp-block-image\">\n<figure class=\"aligncenter size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"765\" height=\"56\" src=\"https:\/\/www.stellarinfo.com\/blog\/wp-content\/uploads\/2021\/02\/Get-PublicFolderMigrationRequest-1.png\" alt=\"Stellar\" class=\"wp-image-71172 apply-gradient-on-post-images\" srcset=\"https:\/\/www.stellarinfo.com\/blog\/wp-content\/uploads\/2021\/02\/Get-PublicFolderMigrationRequest-1.png 765w, https:\/\/www.stellarinfo.com\/blog\/wp-content\/uploads\/2021\/02\/Get-PublicFolderMigrationRequest-1-300x22.png 300w\" sizes=\"auto, (max-width: 765px) 100vw, 765px\" \/><\/figure>\n<\/div><p>The above command should return nothing.<\/p><p>The below given <strong>Export-ModernPublicFolderStatistics<\/strong> command will export the statistics of the Public Folders to a CSV file.<\/p><div class=\"wp-block-image\">\n<figure class=\"aligncenter size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"955\" height=\"95\" src=\"https:\/\/www.stellarinfo.com\/blog\/wp-content\/uploads\/2021\/02\/Export-ModernPublicFolderStatistics.png\" alt=\"Stellar\" class=\"wp-image-71173 apply-gradient-on-post-images\" srcset=\"https:\/\/www.stellarinfo.com\/blog\/wp-content\/uploads\/2021\/02\/Export-ModernPublicFolderStatistics.png 955w, https:\/\/www.stellarinfo.com\/blog\/wp-content\/uploads\/2021\/02\/Export-ModernPublicFolderStatistics-300x30.png 300w, https:\/\/www.stellarinfo.com\/blog\/wp-content\/uploads\/2021\/02\/Export-ModernPublicFolderStatistics-768x76.png 768w\" sizes=\"auto, (max-width: 955px) 100vw, 955px\" \/><\/figure>\n<\/div><pre class=\"wp-block-code command_container\"><code>.\\ModernPublicFolderToMailboxMapGenerator.ps1 -MailboxSize 25GB -MailboxRecoverableItemSize 1GB -ImportFile .\\pstats.csv -ExportFile C:\\Scripts\\map.csv<\/code><\/pre><div class=\"wp-block-image\">\n<figure class=\"aligncenter size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"960\" height=\"127\" src=\"https:\/\/www.stellarinfo.com\/blog\/wp-content\/uploads\/2021\/02\/ModernPublicFolderToMailboxMapGenerator-script.png\" alt=\"Stellar\" class=\"wp-image-71174 apply-gradient-on-post-images\" srcset=\"https:\/\/www.stellarinfo.com\/blog\/wp-content\/uploads\/2021\/02\/ModernPublicFolderToMailboxMapGenerator-script.png 960w, https:\/\/www.stellarinfo.com\/blog\/wp-content\/uploads\/2021\/02\/ModernPublicFolderToMailboxMapGenerator-script-300x40.png 300w, https:\/\/www.stellarinfo.com\/blog\/wp-content\/uploads\/2021\/02\/ModernPublicFolderToMailboxMapGenerator-script-768x102.png 768w\" sizes=\"auto, (max-width: 960px) 100vw, 960px\" \/><\/figure>\n<\/div><p>This will create the mapping file from the statistics CSV you just exported.<\/p><p>After connecting to Exchange Online via PowerShell by using the <strong>Connect-ExchangeOnline<\/strong>, you need to create empty Public Folders at the destination by using the below command.<\/p><pre class=\"wp-block-code command_container\"><code>$localmapping = Import-Csv C:\\scripts\\map.csv<br><br>$MailboxName = ($mappings | Where-Object FolderPath -eq \"\\\" ).TargetMailbox<br><br>New-Mailbox -HoldForMigration:$true -PublicFolder -IsExcludedFromServingHierarchy:$false<br><br>$ MailboxName<br><br>($localmapping | Where-Object TargetMailbox -ne $ MailboxName).TargetMailbox | Sort-<br><br>Object -unique | ForEach-Object { New-Mailbox -PublicFolder<br><br>-IsExcludedFromServingHierarchy:$false $_ }<\/code><\/pre><p>This will create Public Folders in your Office 365 tenant.<\/p><p>The next step is the migration process. You can launch it from the local Exchange Server by using the below script to get the credentials of the destination tenant.<\/p><pre class=\"wp-block-code command_container\"><code>.\\Sync-ModernMailPublicFolders.ps1 -Credential (Get-Credential) -CsvSummaryFile:sync.csv<\/code><\/pre><div class=\"wp-block-image\">\n<figure class=\"aligncenter size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"844\" height=\"349\" src=\"https:\/\/www.stellarinfo.com\/blog\/wp-content\/uploads\/2021\/02\/Windows-powershell-credentials.png\" alt=\"Stellar\" class=\"wp-image-71175 apply-gradient-on-post-images\" srcset=\"https:\/\/www.stellarinfo.com\/blog\/wp-content\/uploads\/2021\/02\/Windows-powershell-credentials.png 844w, https:\/\/www.stellarinfo.com\/blog\/wp-content\/uploads\/2021\/02\/Windows-powershell-credentials-300x124.png 300w, https:\/\/www.stellarinfo.com\/blog\/wp-content\/uploads\/2021\/02\/Windows-powershell-credentials-768x318.png 768w\" sizes=\"auto, (max-width: 844px) 100vw, 844px\" \/><\/figure>\n<\/div><p>Enter the credentials of either the Global Admin or the user which has full access to Public Folders. After this, you need to set up the process.<\/p><pre class=\"wp-block-code command_container\"><code>$Source = \"mycompany.onmicrosoft.com\"<br><br>$PfE = New-MigrationEndpoint -PublicFolder -Name PublicFolderEndpoint<br><br>-RemoteServer $Source -Credentials $Credentials<br><br>[byte[]]$bytes = Get-Content -Encoding Byte C:\\scripts\\map.csv<br><br>New-MigrationBatch -Name PublicFolderMigration -CSVData $bytes -SourceEndpoint<\/code><\/pre><p>This will set up the migration process but not start it.<\/p><p>To start the process, you need to run the below command.<\/p><p>Start-MigrationBatch PublicFolderMigration<\/p><p>Once the process is started, you need to lock the on-premises Public Folders by running the below command.<\/p><pre class=\"wp-block-code command_container\"><code>Set-OrganizationConfig -PublicFolderMailboxesLockedForNewConnections $true<\/code><\/pre><div class=\"wp-block-image\">\n<figure class=\"aligncenter size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"735\" height=\"36\" src=\"https:\/\/www.stellarinfo.com\/blog\/wp-content\/uploads\/2021\/02\/Set-organisationConfig-Public-Folder.png\" alt=\"Stellar\" class=\"wp-image-71176 apply-gradient-on-post-images\" srcset=\"https:\/\/www.stellarinfo.com\/blog\/wp-content\/uploads\/2021\/02\/Set-organisationConfig-Public-Folder.png 735w, https:\/\/www.stellarinfo.com\/blog\/wp-content\/uploads\/2021\/02\/Set-organisationConfig-Public-Folder-300x15.png 300w\" sizes=\"auto, (max-width: 735px) 100vw, 735px\" \/><\/figure>\n<\/div><p>Although the change is instant, it might take up to 2 hours until it is propagated to all the users. Once this time has passed, you can finish off the migration by using the Complete-MigrationBatch Public Folder Migration<strong> <\/strong>in the Exchange Online PowerShell.<\/p><p>After all the Public Folders have been migrated, you need to unlock them by using the below command in the Exchange Online PowerShell.<\/p><pre class=\"wp-block-code command_container\"><code>Set-OrganizationConfig -RemotePublicFolderMailboxes $Null -PublicFoldersEnabled Local<\/code><\/pre><p>As you can see, this is a lengthy and complicated process that can have multiple fault points. It will take considerable time to complete and is not entirely seamless. As an alternative, you can consider using a third-party application, such as <strong><a href=\"https:\/\/www.stellarinfo.com\/exchange-migration.php\">Stellar Migrator for Exchange<\/a><\/strong>. The tool simplifies Exchange-to-Office 365 (Microsoft 365) and cross-Exchange version migrations, including public folders. It supports migration from Exchange 2013, 2016, and later versions directly to Office 365 or another Exchange environment.
