A cross-forest migration is required when there is a new MS Exchange deployment with a new domain name. It requires expertise and technical knowledge to perform the migration. In this post, we will be explaining the stepwise procedure of cross-forest migration from Exchange to Exchange, Exchange to Office 365, and Office 365 to Office 365.<\/p><h2 class=\"wp-block-heading\" id=\"process-to-perform-exchange-to-exchange-cross-forest-migration\">Process to Perform Exchange to Exchange Cross-Forest Migration<\/h2><p><strong>Exchange to Exchange cross-forest migration<\/strong> is the process of moving mailboxes from one Active Directory forest to another. This migration requires careful planning as it involves transferring the user mailboxes, permissions, and configurations while ensuring minimal disruption. Here&rsquo;s the process to perform the Exchange to Exchange cross-forest migration.<\/p><blockquote class=\"note_alert\">\n<p><strong><em>Note:<\/em><\/strong><em> Here, we will be taking <strong>Domain A<\/strong> as the <strong>old<\/strong> domain and <strong>Domain B<\/strong> as the <strong>new<\/strong> domain.<\/em><\/p>\n<\/blockquote><p><strong>Step 1: Set up the New Exchange Server on Target Domain<\/strong><\/p><p>First, you need to set up the new Exchange Server on the target domain. For this,<\/p><ul class=\"wp-block-list\">\n<li>Install and configure Exchange Server on target domain and ensure that all <strong>prerequisites<\/strong> (like OS, .NET, UCMA, C++ redistributables) are installed.<\/li>\n\n\n\n<li>Configure Exchange roles (Mailbox and Client Access&mdash;combined in 2019).<\/li>\n\n\n\n<li>Assign a valid SSL certificate and configure Autodiscover, EWS, and Outlook Anywhere.<\/li>\n\n\n\n<li>Test server health using tools, like Get-ServerHealth.<\/li>\n<\/ul><p><strong>Step 2: Configure the Destination to Receive Emails for Domains Hosted in Domain A<\/strong><\/p><p>Next, you need to add the accepted domains and email address policies. Here&rsquo;s how:<\/p><ul class=\"wp-block-list\">\n<li>Add the <strong>accepted domains<\/strong> from Domain A to Domain B&rsquo;s Exchange by using the below command:<\/li>\n<\/ul><pre class=\"wp-block-code command_container\"><code><strong>New-AcceptedDomain -Name \"DomainA.com\" -DomainName domaina.com -DomainType Authoritative<\/strong><\/code><\/pre><ul class=\"wp-block-list\">\n<li>Update <strong>Email Address Policies<\/strong> to include addresses from Domain A, if needed.<\/li>\n<\/ul><p><strong>Step 3: Configure the New Exchange Server to Act as a Remote Domain Connector for Domain A<\/strong><\/p><p>For this, do the following:<\/p><ul class=\"wp-block-list\">\n<li>Create a <strong>Send Connector<\/strong> on Exchange Server (Domain B) targeting Domain A by using the New-SendConnector command (see the below example):<\/li>\n<\/ul><pre class=\"wp-block-code command_container\"><code><strong>New-SendConnector -Name \"To-DomainA\" -AddressSpaces \"domaina.com\" -SmartHosts \"&lt;DomainA Mail Server&gt;\" -SmartHostAuthMechanism None -UseExternalDNSServersEnabled $false -SourceTransportServers \"Exchange2019B\"<\/strong><\/code><\/pre><ul class=\"wp-block-list\">\n<li>Ensure that <strong>network connectivity<\/strong> and <strong>firewall rules<\/strong> allow SMTP between both forests.<\/li>\n<\/ul><p><strong>Step 4: Configure the Old Exchange Server to Forward all Inbound and Outbound Emails to New Exchange Server<\/strong><\/p><p>You need to configure the Old Exchange Server (Domain A) to forward all inbound and outbound emails to new Exchange Server (Domain B). For this,<\/p><ul class=\"wp-block-list\">\n<li><strong>I<\/strong>n Domain A, create a Send Connector for Domain B by using the following command:<\/li>\n<\/ul><pre class=\"wp-block-code command_container\"><code><strong>New-SendConnector -Name \"To-DomainB\" -AddressSpaces \"domainb.com\" -SmartHosts \"&lt;Exchange2019B IP\/hostname&gt;\" -SmartHostAuthMechanism None -UseExternalDNSServersEnabled $false -SourceTransportServers \"Exchange2013A\"<\/strong><\/code><\/pre><ul class=\"wp-block-list\">\n<li>Configure a mail flow rule to redirect\/route all outbound emails to Domain B for testing (optional).<\/li>\n<\/ul><p><strong>Step 5: Create New Mailbox Databases on the New Exchange Server<\/strong><\/p><p>Now, you need to create mailbox databases on the new Exchange Server. For this, use the following command on the target Exchange Server:<\/p><pre class=\"wp-block-code command_container\"><code><strong>New-MailboxDatabase -Name \"DB1\" -EdbFilePath \"D:\\ExchangeDatabases\\DB1\\DB1.edb\" -LogFolderPath \"D:\\ExchangeLogs\\DB1\"<\/strong><\/code><\/pre><p>Then, run the following command to mount the database:<\/p><pre class=\"wp-block-code command_container\"><code><strong>Mount-Database DB1<\/strong><\/code><\/pre><p><strong>Step 6: Migrate the Mailboxes to New Exchange Server<\/strong><\/p><p>Here are the steps you need to follow to migrate mailboxes to the new Exchange Server:<\/p><ul class=\"wp-block-list\">\n<li>Log in to EAC, navigate to <strong>servers<\/strong> &gt; <strong>virtual directories<\/strong>, then select the <strong>EWS<\/strong>, click on the <strong>Edit<\/strong> icon and enable MRS proxy for EWS.<\/li>\n<\/ul><div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"576\" height=\"514\" src=\"https:\/\/www.stellarinfo.com\/blog\/wp-content\/uploads\/2021\/07\/Picture2.png\" alt=\"virtual directories\" class=\"wp-image-182883 apply-gradient-on-post-images\" srcset=\"https:\/\/www.stellarinfo.com\/blog\/wp-content\/uploads\/2021\/07\/Picture2.png 576w, https:\/\/www.stellarinfo.com\/blog\/wp-content\/uploads\/2021\/07\/Picture2-300x268.png 300w, https:\/\/www.stellarinfo.com\/blog\/wp-content\/uploads\/2021\/07\/Picture2-150x134.png 150w\" sizes=\"auto, (max-width: 576px) 100vw, 576px\" \/><\/figure>\n<\/div><ul class=\"wp-block-list\">\n<li>Navigate to <strong>recipients<\/strong> &gt; <strong>migration<\/strong>, click on <strong>more options,<\/strong> and select <strong>Create<\/strong> <strong>New Migration end point<\/strong>. Configure the settings and create a new migration endpoint.<\/li>\n<\/ul><div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"359\" height=\"440\" src=\"https:\/\/www.stellarinfo.com\/blog\/wp-content\/uploads\/2021\/07\/Picture3.png\" alt=\"select Create New Migration end point\" class=\"wp-image-182884 apply-gradient-on-post-images\" srcset=\"https:\/\/www.stellarinfo.com\/blog\/wp-content\/uploads\/2021\/07\/Picture3.png 359w, https:\/\/www.stellarinfo.com\/blog\/wp-content\/uploads\/2021\/07\/Picture3-245x300.png 245w, https:\/\/www.stellarinfo.com\/blog\/wp-content\/uploads\/2021\/07\/Picture3-150x184.png 150w\" sizes=\"auto, (max-width: 359px) 100vw, 359px\" \/><\/figure>\n<\/div><ul class=\"wp-block-list\">\n<li>Navigate to <strong>recipients &gt; migration<\/strong> and click on the <strong>+<\/strong> icon to create a new migration request.<\/li>\n\n\n\n<li>Select the mailboxes that you want to migrate or upload a CSV file containing the list of mailboxes. Click on <strong>Next<\/strong>.<\/li>\n\n\n\n<li>Confirm the migration endpoint that you created above.<\/li>\n\n\n\n<li>Enter the <strong>batch name<\/strong> and the domain of target <strong>Exchange Server<\/strong> account. Click on <strong>Next<\/strong>.<\/li>\n\n\n\n<li>This will start the migration process.<\/li>\n\n\n\n<li>Once the process is completed, you can check the mailboxes on the target Exchange Server.<\/li>\n<\/ul><h2 class=\"wp-block-heading\" id=\"process-to-perform-exchange-to-office-365-cross-forest-migration\">Process to Perform Exchange to Office 365 Cross-Forest Migration<\/h2><p><strong>Exchange to Office 365 migration<\/strong> is the process of moving mailboxes, contacts, calendars, and other data from an on-premises<strong> Exchange Server<\/strong> to <strong>Microsoft 365 (Office 365)<\/strong>. Before you start the migration process, here are some prerequisites that you need to fulfil:<\/p><p><strong>1. Assess and Plan<\/strong><\/p><p>Assess the existing Exchange environment in Forest A and design the <strong>target architecture<\/strong> in Forest B. Additionally, you need to validate:<\/p><ul class=\"wp-block-list\">\n<li>DNS setup (Autodiscover, MX, SPF, etc.)<\/li>\n\n\n\n<li>Certificate configuration (trusted SSL certificates)<\/li>\n\n\n\n<li>Network\/firewall rules for Exchange and AD connectivity<\/li>\n<\/ul><p><strong>2. Prepare the New Forest (Forest B)<\/strong><\/p><p>Configure <strong>Office 365<\/strong> in Forest B, ensure that the <strong>Cumulative Updates (CU)<\/strong> are installed, and Exchange schema is extended in Forest B. Add <strong>accepted domains<\/strong> (from Forest A and Office 365) to Exchange in Forest B. Then, ensure that <strong>proper name resolution and trust<\/strong> exists between Forest A and Forest B (if you will be using staged or ADMT migration). Now, migrate <strong>user accounts, groups, and SIDs<\/strong> from Forest A to Forest B. For this, use ADMT (<a href=\"https:\/\/www.microsoft.com\/en-us\/download\/details.aspx?id=56570\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Active Directory Migration Tool<\/a>).<\/p><p><strong>3. Prepare Forest B for Hybrid Deployment<\/strong><\/p><p>Now, prepare the Forest B for hybrid deployment. For this,<\/p><ul class=\"wp-block-list\">\n<li>Set up <strong>Azure AD Connect<\/strong> in Forest B to synchronize with Microsoft 365.<\/li>\n\n\n\n<li>Add all necessary <strong>domains (accepted domains)<\/strong> to Microsoft 365 account and verify ownership.<\/li>\n\n\n\n<li>Configure <strong>Autodiscover<\/strong>, <strong>MX <\/strong>records, and other necessary DNS records.<\/li>\n<\/ul><p><strong>4. Establish Hybrid in Forest B<\/strong><\/p><ul class=\"wp-block-list\">\n<li>Run the <strong>Hybrid Configuration Wizard (HCW)<\/strong> in Forest B to connect Exchange to the existing Microsoft 365 tenant. Choose <strong>Minimal Hybrid,<\/strong> if only planning to migrate mailboxes or <strong>Full Hybrid<\/strong> for long-term coexistence.<\/li>\n\n\n\n<li>Update necessary <strong>DNS records<\/strong> (Autodiscover, SPF, and MX) to point to Forest B or Microsoft 365.<\/li>\n<\/ul><p>After fulfilling the above prerequisites, you can use the methods given below to perform the Exchange to Office 365 cross forest migration.<\/p><p><strong>Method 1: Use the Active Directory Migration Tool<\/strong><\/p><p>You can use the&nbsp;<a href=\"https:\/\/www.microsoft.com\/en-us\/download\/details.aspx?id=56570\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Active Directory Migration Tool<\/a>&nbsp;to perform cross-forest migration. This tool helps migrate objects and restructuring tasks in Active Directory Domain Service (AD DS) infrastructure. You can use the tool to migrate users and groups between AD DS domains in same forest or different forests.<\/p><p>To use this tool, you need to perform multiple manual steps, which may lead to errors causing extended downtime. This can significantly affect the business and impact users&rsquo; productivity.<\/p><p><strong>Method 2: Use the PowerShell Cmdlets<\/strong><\/p><p>You can migrate mailboxes from one forest to another using the <a href=\"https:\/\/www.stellarinfo.com\/article\/use-new-moverequest-cmdlet.php\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>New-MoveRequest<\/strong><\/a><strong> b dv<\/strong> and the <strong>New-MigrationBatch<\/strong> commands. To run these commands, the user must exist in the target Exchange forest and have a minimum set of required Active Directory attributes. However, before you start the migration process, you need to prepare the target and destination servers.<\/p><p>For detailed process, read: <a href=\"https:\/\/learn.microsoft.com\/en-us\/exchange\/architecture\/mailbox-servers\/prep-mailboxes-for-cross-forest-moves?view=exchserver-2019\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Prepare mailboxes for cross-forest move requests in Exchange Server<\/a>.<\/p><p>However, there are a few limitations of this method:<\/p><ul class=\"wp-block-list\">\n<li>It requires proper planning and technical expertise to perform this method.<\/li>\n\n\n\n<li>After migration, users might need to recreate Outlook profiles, leading to confusion or downtime.<\/li>\n\n\n\n<li>During migration, if DNS or MX records are not in sync with mailbox moves, users may face delays or loss in mail delivery.<\/li>\n\n\n\n<li>If there is no trust relationship, synchronizing user data requires additional tools (e.g. ADMT, PowerShell scripts, or third-party tools).<\/li>\n\n\n\n<li>Synchronizing key attributes, like <strong>ProxyAddresses<\/strong>, <strong>LegacyExchangeDN<\/strong>, and <strong>ExchangeGUID <\/strong>between forests is complex and error-prone, especially if forests do not have a trust relationship.<\/li>\n<\/ul><h2 class=\"wp-block-heading\" id=\"process-to-perform-office-365-to-office-365-cross-forest-migration\">Process to Perform Office 365 to Office 365 Cross-Forest Migration<\/h2><p><strong>Office 365 to Office 365 migration<\/strong> requires careful planning to ensure data integrity, minimal downtime, and seamless user experience. So, you need to first prepare your target and destination Microsoft 365 accounts for migration. Here are some prerequisites you need to consider:<\/p><p><strong>1. &nbsp;Purchase and Assign Licenses<\/strong><\/p><p>You need to purchase <strong>Cross-Tenant User Data Migration licenses<\/strong> for each user to be migrated. The licenses must be assigned to <strong>either<\/strong> the source or the target mailbox. Migration will fail without valid licensing. You need to also define the scope of users via <strong>mail-enabled security groups<\/strong> in the <strong>source tenant<\/strong>.<\/p><p><strong>2. Prepare the Target Tenant<\/strong><\/p><p>Use the <strong>Microsoft Entra Admin Center<\/strong>. Register a <strong>multi-tenant application<\/strong> with redirect URI <a href=\"https:\/\/office.com\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">https:\/\/office.com<\/a>. Record the <strong>Application (Client) ID<\/strong> and create a <strong>Client Secret<\/strong>.<\/p><p>Next, add <strong>Mailbox.Migration<\/strong> application permission for Office 365 Exchange Online, remove default User.Read permission, and <strong>Grant Admin Consent<\/strong> for your tenant.<\/p><p>Then, use the <strong>Exchange Online PowerShell<\/strong> to create a new <strong>MigrationEndpoint<\/strong>. Now, create or modify organization relationship (Target Tenant).<\/p><p><strong>3. Prepare the Source Tenant<\/strong><\/p><ol start=\"1\" class=\"wp-block-list\">\n<li><strong>Accept the Migration App Consent<\/strong>\n<ul class=\"wp-block-list\">\n<li>Use the admin consent URL shared by the target tenant.<\/li>\n\n\n\n<li>Confirm the application is visible under <strong>Enterprise Applications<\/strong>.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Create or Modify Organization Relationship (Source Tenant)<\/strong>\n<ul class=\"wp-block-list\">\n<li>Use <strong>Exchange Online PowerShell<\/strong> and set:\n<ul class=\"wp-block-list\">\n<li><strong>MailboxMoveCapability<\/strong> to <strong>RemoteOutbound<\/strong><\/li>\n\n\n\n<li>Link to the correct <strong>App ID<\/strong> from target<\/li>\n\n\n\n<li><strong>MailboxMovePublishedScopes<\/strong> to include your security group<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ol><p><strong>4. Prepare Target User Objects<\/strong><\/p><ol start=\"1\" class=\"wp-block-list\">\n<li>Create <strong>MailUser<\/strong> objects in the <strong>target tenant<\/strong> for each user. Must have attributes like:\n<ul class=\"wp-block-list\">\n<li><strong>ExternalEmailAddress<\/strong> (set to source tenant routing address)<\/li>\n\n\n\n<li><strong>TargetAddress<\/strong><\/li>\n\n\n\n<li>Appropriate proxy addresses<\/li>\n<\/ul>\n<\/li>\n<\/ol><p><a><\/a>Once the above prerequisites are fulfilled, you can start the migration. You can move the mailboxes from the target tenant using migration batches. You can create migration batches using the <strong>New-MigrationBatch<\/strong> PowerShell cmdlet, and specifying a source endpoint, a CSV file containing target tenant email addresses, and a target delivery domain. The email addresses in the CSV must reflect the target tenant&rsquo;s domain. Migration batches can also be initiated through the Exchange Admin Center.<\/p><p>After the mailboxes are moved, it is essential to update the <strong>MailUser<\/strong> objects in both source and target environments with the correct <strong>targetAddress<\/strong>, matching the target delivery domain.
