Does the boot CD work with a PC that has been wiped clean or all files deleted?

Sorry for the delayed reply.

If you are thinking that boot CD does different from what software does then you are might be in confusion, boot CD only helpful to you when your system inaccessible or you are not able to start your computer.
Actually if you had wiped your drive with any wiping software then recovery is not possible, but if you had only format your drive or delete file with shift+delete then recovery is 100% possible without using boot CD if your system works properly.

I you just get the download then want to get the boot cd, how much does the cd cost?

If you had already purchased the downloaded version of the product and wants bootable CD, you can order it by dropping a mail to: along with your purchased details. You have to pay $20 extra to get the boot CD.
