    Why Office 365 License not Assigned to User?

      Office 365 (Microsoft 365) license not assigned to the user issue occurs if the licenses limit exceeds, the user is signed in the application with another organization or account, the license is removed for the user, or there are provisioning issues. In this blog, we will be discussing these issues in detail and see how to mitigate the situation as quickly as possible without further interruption to the user and the business.

      What Causes the Office 365 License not Assigned to User Issue?

      In this section, we will be going through the factors or reasons that could cause the license not assigned to user issue. We will also be discussing the possible solutions to mitigate them.

      Licensing limit has Exceeded

      Like all systems, Office 365 has a limit on the licenses being purchased or the region where these are used. For example, Microsoft Office 365 Business Premium license has a limit of 300 users and you cannot use more than this limit. If you need to use more, you need to shift from Business Premium to Enterprise licenses, like E3 or E5. Depending on the region, there could be Microsoft services or applications which are blocked/restricted by the region itself.

      Other things that could cause this issue include the billing process has failed due to expired card or issues during the payment, the subscription is suspended, and there was an incident where the tenant has been blocked by Microsoft.

      Office Apps showing Unlicensed Product

      There could be an issue on the client side. It may fail to activate. The common causes for this might be:

      • The user is signed in the applications with another organization or a personal Microsoft account.
      • There could be cached credentials that are conflicting with the corporate account in the Credential Manager.

      When it comes to the machine, there could be instances that:

      • The device is not joined to the Azure AD (Microsoft Entra ID) or is not Hybrid Azure AD joined.
      • The activation token is corrupted.
      • There are too many devices activated (the limit is of 5 devices).

      The first thing to do is check the device activation from the Admin Center and possibly sign out from all the Office Apps. Then, confirm that the right user is being used in the activation of the license. Try to re-join the machine to the Entra ID or Hybrid. From the Credential Manager, remove all the credentials and re-authenticate the applications. If all fails, you should create a new Windows User profile to see if the issue can be reproduced.

      Other issues would be related to wrong license being assigned to the user or some of the applications have been intentionally disabled from the User portal in the Admin Center.

      License has been Removed for the User

      There could be a scenario where the user has been given a mailbox but no longer has access to it. There could be a number of reasons for this.

      The user has left the company and the license has been removed and the mailbox has been converted to a shared mailbox. The user, when came back to the company, is not able to login or use the mailbox.

      For this reason, ensure that the mailbox is not a shared mailbox. If it is, you should convert it to a regular mailbox from the Exchange Admin Center. After this, you need to assign the respective license. This should allow the user to login and access their resources.

      Hybrid and Provisioning Issues

      In hybrid setup with a local Exchange Server, you would encounter issues with the provisioning of users from the local server to the cloud. The Microsoft Entra Connect could have mismatches when it comes to the attributes to the user. The following are the reasons:

      • The mailbox on the cloud doesn’t match the user on the local server.
      • A mailbox cannot be moved from the local server to the cloud.
      • The GUID doesn’t match the user.
      • Misconfiguration of the Hybrid wizard or the Entra Connect on the local server.

      These issues can prevent the users from accessing their license or account.

      Below are the possible fixes for the problem:

      • Recreate the user object from scratch.
      • Recreate the mailbox.
      • Resolve the synchronization issues between the local server and Entra ID.
      • Correct the issues reported by the Entra Connect.

      When the user is using the identity, you should always avoid downtime as much as possible to ensure that the business operations are not impacted.
